Palisade Carrier Neutral Location
Deeply Digital partnered with the Town of Palisade to design and construct a Carrier Neutral Location (CNL)—a secure, future-ready broadband facility that serves as the central interconnection point for multiple internet providers and regional fiber networks. By combining in-house engineering, facility design, construction management, and broadband expertise, the project created critical infrastructure designed to support broadband expansion for decades to come.
Project Overview
Connecting Infrastructure, Service Providers, and Community Growth
A successful broadband network requires more than fiber in the ground, it requires a central location where providers can securely interconnect, exchange traffic, and expand services.
Deeply Digital delivered a complete design-build solution for Palisade’s Carrier Neutral Location (CNL), creating a secure, provider-ready facility designed to support multiple service providers, regional middle-mile networks, municipal infrastructure, and future broadband growth.
Integrated with the community’s broader fiber deployment, the CNL was designed to improve construction efficiency, reduce duplicate infrastructure, and establish a scalable foundation for long-term broadband expansion.
Infrastructure Spotlight
What is Fiber-To-TheHome (FTTH)?
A Carrier Neutral Location (CNL) is the central meeting point where multiple internet providers, middle-mile networks, municipalities, and community organizations can connect their fiber infrastructure.
Unlike a traditional provider-owned data room, a CNL is designed to encourage collaboration, reduce duplicate infrastructure, and simplify future broadband expansion by giving multiple carriers access to a secure shared facility.
Properly designed CNLs improve network resiliency, support open-access broadband initiatives, and create long-term flexibility for communities as connectivity needs continue to grow.

Future-Ready Facility Design Built For Long-Term Expansion
Phase 1
Carrier Neutral Location Construction
Designed and constructed a secure, provider-ready Carrier Neutral Location that serves as the central broadband interconnection point for Palisade, supporting multiple carriers, municipal infrastructure, and future network expansion.
Phase 2
Community Fiber Connectivity
Integrated the CNL into the community’s expanding fiber network through a strategic fiber connection, creating a resilient pathway between regional middle-mile infrastructure and the new Carrier Neutral Location while supporting future broadband growth.
Project Successes
Future-Ready Facility
Designed to connect critical public facilities through a shared fiber backbone, creating reliable connectivity for organizations that serve the Bayfield community every day.
Secure Provider Environment
Integrated controlled access, surveillance, environmental monitoring, and resilient backup power to create a secure and dependable operating environment for network providers.
Efficient Community Integration
Coordinated facility construction alongside planned community fiber deployment to reduce construction impacts, minimize redundant infrastructure, and improve overall project efficiency.
Project Impact
The Palisade Carrier Neutral Location establishes a critical piece of broadband infrastructure that extends well beyond a single construction project.
By creating a secure, scalable interconnection facility, the Town gains long-term flexibility to attract additional providers, improve network resiliency, support municipal operations, and expand broadband services as community needs evolve. The project demonstrates how thoughtful infrastructure planning can reduce future costs while creating opportunities for sustainable broadband growth.
